The difficulty of the teachers in designing instruments for evaluating learning outcomes, the assessment of attitudes in formulating indicators and designing rubrics. The difficulty of the teachers in assessing knowledge in designing the problem grid, determining the level of questions. The difficulty of the teachers in assessing skills in determining the rubric of the project, product and portfolio appraisal. Study aims to determine the difficulties of Science Teachers in designing instrument for evaluating student learning outcomes in the curriculum 2013 of Padang Private Schools in Padang. This research was a descriptive study, used a qualitative approach. The population of research was all private junior high schools in Padang City. Sampling used the technique of Proportionate Stratified Random Sampling so that 14 private schools are obtained as samples, with 3 schools accredited A, 5 schools accredited B, 4 schools accredited C and 2 schools not accredited. The instrument used was a questionnaire of 100 questions. The data analysis technique used was the percentage of statistics. Based on the results of the analysis it was known that, the difficulty of teachers in designing an assessment instrument for learning outcomes attitudes assessment 77.10% with less difficult criteria. Difficulty in designing knowledge assessment instruments 80.46% less difficult criteria. Difficulty in designing skills assessment instruments 77.89% less difficult criteria. Based on the results of these studies concluded that teachers still have difficulties in designing learning outcomes instruments both in the assessment of attitudes, knowledge and skills.
