Abstrak :

            This development research is motivated by instrument that used by the teacher, when the teacher used the sample assessment instrument. It used yes or no assessment instrument and attitudes the scribe the way of the development assessment instrument based on character value on history lesson at XI MIA 3 in SMAN 1 Koto XI Tarusan and to know how effective in using inventori assessement instrument. The method of this research are Research and Development (Penelitian dan Pengembangan) or R&D in using 4D model (Define, Design, Development, Disseminate). But this research is limited in development stage. The way of assessment instrument development is done by establishing attitude indicators in that sutable on competencies in 2013 curiculum analyze the basic competencies, the development of relevan attitude indicator. Make the assessement scale and assessement instrument format. Assessement instrument validator get the scor 87,5% in valid category in material expert validator get 81,25% in valid category. The practicality that conducted by the teacher get 93,75% in very practical category and the practicality test conducted bu the student get 85,62% in very practical category. The result of this research can be coclude that assessement instrument in history lesson based on character value on XI MIA 3 in SMAN 1 Koto XI Tarusan can be used as a assessement instrument that valid and practical.
