Abstrak :

This research is motivated by several problems that occur in the field, namely the difficulty of teachers in formulating indicators and adjusting KD to KI, designing grading and assessment rubrics and the difficulty of teachers in implementing skills assessment. The purpose of this study was to determine the difficulties of Biology Teachers in designing student learning outcomes instruments in the 2013 curriculum of Padang City High Schools. This type of research is a descriptive study. This study has a population that is the entire high school throughout Padang City which consists of 17 schools with a total of 58 Biology Teachers. Samples were taken using purposive sampling technique. There were 9 schools consisting of 27 Biology Teachers. The instrument used was in the form of a questionnaire distributed to Biology Teachers. Data were analyzed using descriptive statistics, in the form of percentages. Data obtained using a questionnaire distributed to respondents. From the results of the study, it was found that the percentage of difficulties analysis of Biology Teachers in designing the learning outcomes of 2013 curriculum students in the entire SMA Negeri Padang City as a whole was obtained 80.52% with less difficult criteria. The percentage of difficulty in attitude assessment was 78.35% with less difficult criteria, knowledge assessment was 83.93% with less difficult criteria and 79.30% skills assessment with less difficult criteria. From the results it was concluded that Biology Teachers were less difficult in designing student learning outcomes instruments.
