The problem in this study is that the Disaster Preparedness Group is no longer functioning because of the group's dependence on NGOs which has an impact on the lack of members, so that the secretariat is no longer used, it causes the disaster alert group to no longer function, while the community still needs volunteers who can help community to cope with disasters. The purpose of this study is to describe the factors that cause the non-functioning of the Disaster Preparedness Group in Nagari Sunur. The theory used in this study is the theory of Structural Functionalism by Robert K Merton. This study uses a qualitative and descriptive type approach. The informants of this study were 12 people who were members of the Disaster Preparedness Group. The type of data used is primary and secondary data. Methods in collecting data include observation (Non Participation Observation), in-depth interviews and document study. The unit of analysis is the group. Data analysis was used with interactive data analysis models (Miles and Huberman) which included four stages, namely: (1) data collection (2) data reduction (3) data presentation (4) conclusion drawing. The results of this study reveal that, the factors that cause the Disaster Preparedness Group to malfunction are several factors, namely: (1). Because of the group’s dependence on budget funds and lack of group knowledge about disaster preparedness (2) Training and activities were not carried out properly, because of the many members who had migrated, so that there was a lack of energy to carry out activities.
