This research is motivated by beach tourism in the Padang City, which is one of the natural potential that stands out. Many famous beaches in the Padang City including Purus Beach and Air Manis Beach which is a tourist destination that is visited by tourists both inside and outside the area as well as foreign tourists who have started to visit. In coastal tourism there are many traders with a variety of products sold in the form of culinary and handmade as well as cultural arts. The purpose of this research is to analyze the factors that influence creative economic actors in carrying out economic actions and the meaning of creative economy for economic actors in coastal tourism destinations in the city of Padang. The theory used in this research is social action proposed by Max Weber. The selection of informants used a purposive sampling technique with 22 informants. The type of data used is primary data and secondary data. The data collection method was carried out in two stages, such as: (1) observation (participants), (2) in-depth interviews, (3) document study. Analysis units are individuals. Data analysis using descriptive models. The results showed that the factors influencing creative economic actors in carrying out economic actions were: a) Meeting economic needs, b) Limited capital, c) Continuing family business, d) Low education level. Meanwhile, how the economic actors (PKL) in the coastal tourism destination area interpret the creative economy more than half interpret it as: a) Good prospects, b) Affordable and unique prices, c) Preferred by all circles, d) Take advantage of existing opportunities, e) Have power separate attraction.
