Abstrak :

        This study is based on the existence of irregularities that occur within the school environment, namely bullying. Bullying is not very suitable with the purpose of education, which is to educate the nation's children. In accordance with the purpose of this study is to describe what are the difficulties / obstacles experienced by teachers in overcoming the problem of bullying to students in SMPN 22 Padang and to describe act of bullying by students in SMPN 22 Padang. The theory used in this research is functional structural theory proposed by Robert K Merton. In this research used qualitative approach with descriptive type. Informants in this study amounted to 30 people. The selection of research informants using purposive sampling technique. The type of data used is primary data and secondary data. Data collection techniques used were observations and in-depth interviews and document studies. In this study the unit of analysis is group. Data analysis using qualitative data analysis developed by Miles and Huberman. The results of this study reveal that there are several types of bullying that occur in students in SMPN 22 Padang, namely (1) bullying non physical, (2) bullying physical. Then there are some obstacles experienced by teachers in addressing the problem of bullying on students, namely (1) difficult to instill anti bullying values ​​to students, (2) the handling of the bullying in person, (3) environmental influences and habits of students, (4) lack of coordination between teachers  and parents.
